The Financial Management Division is looking for a qualified individual to act as the fiscal liaison to provide oversight of incoming grants and contracts; set up and monitor budgets in SWIFT (Statewide Integrated Financial Tools), federal financial reporting, and managing the chart of accounts. This position supervises the Budget Operations Unit (a team of budget coordinator staff) by directing budget operations, reporting, and related fiscal activities for all state and federal funds received by the department for its $900 million annual budget. This position reports to the Budget Operations Manager.
Working as the Budget Operations Supervisor, you will:
- Maintain a clear and efficient chart of accounts.
- Assure that all budgeting, spending, and reporting transactions are accurately recorded in the state accounting system.
- Assure that federal, state, and non-governmental standards are met in funding applications, grant awards, and gift acceptance forms.
- Direct compliance activities related to the Single Audit Act.
- Review and verify that program and grant managers have access to timely financial status reports.
- Direct related financial activities such as time reporting, labor distribution, and intra-agency billing.
- Adhere to applicable laws, rules, policies, and guidelines.
- Provide clear and effective communication with departmental staff and federal agency contacts.
This is a hybrid telework position that requires in person meetings as well as in-office work in the downtown St. Paul location. Telework will be based on the business needs of the unit and is at supervisory discretion. Qualifications Minimum Qualifications To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held. Four (4) years of public sector accounting, budgeting, or financial management experience to include the following areas of responsibility:
- Accounting procedures sufficient to complete forms and documents that comply with generally accepted accounting principles (GAAP) standards and maintain accurate and complete financial records.
- Proficient in the use of SWIFT online financial, procurement, and reporting system used by the State of Minnesota.
- Demonstrated leadership experience. (*)
(*) Demonstrated leadership experience may include any of the following:
- Experience as a supervisor, team lead, lead worker, OR project lead*
- Completion of a State leadership development program, such as Emerging Leaders Institute (ELI) or Senior Leadership Institute (SLI)
- Completion of a similar of equivalent leadership development program through another organization
- A paid or unpaid position leading a program or chairing a committee, such as am Employee Resource Group (ERG). This experience must also include:
- 1+ years of identifying issues, goals, and strategic actions
- 100+ hours per year time commitment
*A project lead provides leadership, guidance, and advanced specialized technical expertise for a team doing evaluation, development, design, testing, and/or implementation in a project environment. Projects are efforts with defined phases where a combination of organizational resources including a pre-determined budget are pulled together toward a specific objective. These efforts are usually discontinued once the project is completed.
Minimum qualifications to be assessed at time of interview: - Ability to manage, guide, and communicate with staff and partners at all levels.
Education Equivalencies: - Associate degree in accounting, Financial Management or closely related field of study will substitute for six (6) months of experience.
- Bachelor's degree in accounting, Financial Management or closely related field of study will substitute for one (1) year of experience.
- Master's degree in accounting, Financial Management or closely related field of study will substitute for eighteen (18) months of experience.
- Doctorate degree in accounting, Financial Management or closely related field of study will substitute for two (2) years of experience.
Preferred Qualifications - Experience building reports in the State of Minnesota Data Warehouse/OBIEE system.
- Thorough knowledge of the Budget Planning and Analysis System (BPAS).
- Thorough knowledge of the Appropriation Maintenance Application (AMA) in the SWIFT system.
- Experience with and ability to develop and implement procedures to increase the efficiency and effectiveness of financial operations, and independently carry out department objectives with only limited supervision.
- Strong leadership skills in a position related to accounting or financial management.
