JOB TITLE: Child Care Director

PAY SCALE RANGE: 15-16-17
REPORTS TO: Vice President of Education, Employment and Supportive Services
The Child Care Director will provide leadership, management, and develop tribal Child Care Services in the Bering Strait region. The Director will develop strategies to increase access, affordability, and quality of child care for families. This includes supporting culturally responsive care and providing professional development and support for providers offering in home and out of home care.
BRIEF SUMMARY OF JOB RESPONSIBILITIES:
- Oversee the leadership and operations of the Child Care Program, ensuring the goals and objectives of the program are achieved.
- Develop and implement a monitoring system that ensures compliance with tribal health and safety standards, state child care licensing regulations, and Child Care and Development Fund requirements, as appropriate to provider type
- Assist in developing and implementing short and long-term goals and initiatives in the Kawerak and Child Care Strategic Plan.
- Assist in preparing the Child Care Services plan included in the P.L. 102-477 Plan; Conduct triannual tribal child counts and prepare and facilitate the Child Care Program public hearing.
- Prepare and submit program written narrative, statistical, and board reports. Assist in monitoring budget expenditures.
- Build and cultivate local, regional, state and federal partnerships to advocate for increased services and supports for families needing child care services and to expand the child care workforce.
- Work in collaboration with other EESS programs and appropriate entities to promote education, training and employment opportunities for families. Participate in regular comprehensive case management with team facilitating family services.
- Direct, supervise, mentor, coach, provide technical assistance to and meet with staff regularly. Develop professional development and training plans with staff and conduct staff evaluations.
- Develop and manage policies and procedures, internal process guides, program documents, applications and forms.
- Build the supply of, recruit for, and assist tribally approved and licensed providers in becoming a new provider, including overseeing the application process, pre-inspection review, background check, fingerprinting, and compliance.
- Oversee and provide information to Tribally Approved Providers on rights, responsibilities, and requirements including standards, reporting, health & safety, monitoring, training, payment schedules, and small business ownership.
- Coordinate support systems and training opportunities for Providers as needed or requested, such as expanding opportunities in the Growing Our Own Teachers Initiative.
- Oversee and implement recruitment strategies and support for families needing child care assistance to include: application assistance, eligibility determination and redetermination, and authorizing child care subsidy payments.
- Implement an ongoing quality improvement plan to evaluate the quality-of-service delivery, program effectiveness, and coordinate changes, as needed. Develop and implement service plans, working closely with organization partners.
- Oversee the record keeping and reporting system to ensure required documentation of program participants. Facilitate the collection of and analyze data trends and develops strategies to better meet the needs of the providers and families.
- Coordinate and provide information and support to accounting for the monthly accounts payable process for all child care subsidies, co-pays, account reconciliation, and eligibility for subsidy determinations.
- This position is expected to attend evening meetings and travel to communities in the Bering Strait region to attend meetings, outreach events, career fairs, training and or providing on-site assistance to employers.
- Other duties as assigned by the Vice-President of the EESS Division. Will provide coverage for other Directors as needed.

QUALIFICATIONS:
- A Bachelor’s Degree in Early Childhood Development, Education, Social Work or Human Services preferred, plus four (4) years of experience working in child care or in education.
- Two (2) years of management and supervisory experience preferred.
- Must be self-motivated, take initiative, be dependable, work with minimum supervision, and be a team player. Must maintain strict client confidentiality and use good judgement when making decisions.
- Must have the ability to develop and maintain an effective working relationship with personnel and the public. Maintain a professional attitude, be responsible, and demonstrate a commitment to excellence.
- Demonstrated strong written skills with the ability to compile, analyze and apply information as evidenced through research, writing grants, budgeting, and completing reports.
- Must possess strong research, writing, and verbal communication. Strong organizational skills required.
- Computer, keyboarding, and general office skills required. Microsoft 365 includes Word, Excel, Outlook, Teams, and Internet skills required.
- Demonstrated knowledge and understanding of the social, health, educational, training, and cultural needs of the Alaska Native/American Indian community.
- Must be willing and able to travel, often on small aircraft.
- This position is subject to requirements regarding criminal and civil child protection history established by Kawerak as incorporated from the Alaska Barrier Crimes Act AS 47.05.310-47.05.390, 7 AAC 10,900-10.990A background check clearance required. Kawerak’s requirements based on Alaska Barrier Crimes Act requirements apply and must be complied with at all times in order to remain in the position.
