JOB DESCRIPTION

JOB SUMMARY

The Employment Recruiters determine applicant qualifications by interviewing applicants, analyzing responses, verifying references, and comparing qualifications to job requirements. They also arrange management interviews by coordinating schedules; arranging transportation; escorting applicants to interviews; and arranging company tours. In addition, the Employment Recruiters must have some fundamental technical knowledge about the employment slots that they are seeking to fill. They must ensure that a potential applicant has the skills to match the open position. The Employment Recruiter is especially critical for low-income communities as they can arrange for applicants to be interviewed that may not otherwise be considered if not for their referral on their behalf.

Essential Job Functions

A. The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned, as needed.

  • Managed activities associated with the Job Plus participants include networking with outside partners and establishing new partners for residents’ employment participation.

  • Work with Jobs Plus Program Manager to identify recruiting needs and develop effective recruiting plans and strategies to increase employment among Scatter- Sites residents.

  • Develops and implements Job Plus resident employment job bank and employment of Scatter-Sites participants.

  • Maintain communication with candidates to ensure continuous employment for 30,60,90, and 180 consecutive days benchmarked as aligned with Job Plus grant goals.

  • Work with the Procurement department with Job Plus participants, for hiring opportunities for Jacksonville Housing Vendors / Contractors.

  • Source applicants through various methods including advertising, recruiters, job sites, career fairs, online platforms and other avenues and keep current with sourcing strategies and industry trends.

  • Pre-screen employment candidates with appropriate assessment(s) and align employment candidates with staffing objectives and needs.
  • Document and manage a caseload along with accurate and current applicant database for the Job Plus participants.
  • Provide regular updates to Jobs Plus Program Manager and prepare monthly reports detailing activity and status of compliance and non-compliance in both programs as well as Section 3 reporting to HUD as may be required and all other required reporting in a timely manner.

  • Coordinate special projects designed to inform residents and interested parties of the Section 3 Program and other employment opportunities.
  • May be required to drive to various work sites and/or meetings.
  • Direct and lead employment activities and Job Fairs which include Section 3 opportunities for Job Plus participants and Resident Services.

  • Attend professional development training opportunities and participate in conferences and workshops as they relate to job duties.

B. This position requires the Employment Recruiter/Section 3 Coordinator to exhibit the following behavioral skills:

  • Interview prospective participants for the program and determine eligibility based on program

MINIMUM QUALIFICATION

Education and Experience

Graduation from an accredited college or university with a bachelor’s degree in social work, Public or Business Administration, Public Policy, Political Science, Sociology, Finance, Economics or closely related field, preferred.

The successful candidate will have demonstrated experience in program administration and community initiatives. The successful candidate will have at least (2) years of experience in a management or leadership role, community and economic development, working in the social services field and/or job development industry, and have experience in negotiating with education and vendor/ business, stakeholders.

The successful candidate will have demonstrated experience with recruitment processes and databases, as well as design and implementation of recruiting strategies.

Strong oral, written, organizational, communication and interpersonal skills, including the ability to comfortably deliver public presentations to a variety of stakeholders and residents and/or groups.

Candidates must have a strong working knowledge of affordable housing, public housing, and/or Section 3 policies and programs.
