Under the direction of the Chief Probation Officer, the Juvenile Probation Officer supervises and assists probationers, maintains case records, testifies at hearings, and advises the Court on probation violations and modifications, in accordance with I.C. 11-13-1-3 and Title 31 provisions. This position is an at-will role covered under the Superior Court Employee Handbook.
ESSENTIAL FUNCTIONS:
- Receives and examines complaints and allegations. I.C. 31-37-8-1.
- Investigates reasons for detention and assists in pretrial release decisions. I.C. 11-13-1-3 & 31-37-5-5.
- Completes risk assessments in accordance with the Indiana Youth Assessment System (IYAS) and enters information into the Indiana Court Information Technology Extranet (INcite) to complete said risk assessments (I.C. 31-3-17-4).
- Conducts preliminary inquiry investigations and prepares related reports. I.C. 31-37-8-1 & 31-37-8-5.
- Advises juveniles and parents of the nature of allegations and their rights. I.C. 31-37-8-4.
- Confers with the Prosecutor’s Office and implements Informal Adjustment Agreements, if appropriate. I.C. 31-37-8-et seq.
- Conducts investigations as required by the Court. I.C. 11-13-1-3 & 31-37-8-2.
- Prepares reports and recommendations as required. I.C. 11-13-1-3, 31-37-8-5, 31-37-13-2 & 31-38-2-4.
- Enters required data entry for Title IV-E eligibility I.C. 31-37-17-1.3.
- Processes and manages cases transferred to the Court from other jurisdictions. I.C. 31-37-23-et seq.
- Conducts prehearing and predispositional investigations, including interviews with juveniles, families, and relevant third parties. I.C. 31-37-13-2 & 31-37-17-1.
- Notifies victims of their rights and case updates as required by Title 35. I.C. 31-37-17-7
- Attends hearings as required. I.C. 31-37-12-2, 31-37-13-1 & 31-37-15-4.
- Prepares petitions for court-issued no-contact orders. I.C. 31-37-25-1.
- Prepares parent participation plans. I.C. 31-37-15-1.
- Conducts criminal history checks as required. I.C. 31-37-17-6.1 & 31-37-19-6.5.
- Confers with experts in fields related to the child’s care, treatment, rehabilitation, or placement needs. I.C. 31-37-17-1.1 & 31-37-17-1.2.
- Testifies at dispositional hearings as required. I.C. 31-37-18-1.1.
- Provides probationers with written rules of probation. I.C. 11-13-1-3 & 31-37-9 et seq.
- Supervises and assists probationers through visits, drug testing and coordination with counseling and social service agencies. I.C. 11-13-1-3 & 31-37-9 et seq.
- Maintains case records and provides information to the Court as required. I.C. 11-13-1-3.
- Advises the Court of probation violations. I.C. 11-13-1-3.
- Recommends modifications to probation conditions as appropriate. I.C. 11-13-1-3, 31-37-20-4 & 31-37-22-1.
- Collects and disburses payments from probationers, as required. I.C. 11-13-1-3 & 31-37-9-10.
- Assists in transferring probation cases, if appropriate. I.C. 11-13-1-3 & 31-37-23-et seq.
- Prepares case plans, permanency plans, and progress reports as required. I.C. 31-37-19-1.5 & I.C. 31-37-20-1.
ESSENTIAL FUNCTIONS (Continued):
- Prepares financial reports as required. I.C. 31-37-17-3.
- Monitors termination of parental rights, as appropriate. I.C. 31-35-2-4.
- Coordinates with the Department of Child Services (DCS) using Indiana Probation Officer Service Consultant Interface (IPOSCI), the Indiana Child Welfare Information System (ICWIS), and the Indiana Child Welfare Financial System (Kidtraks). I.C. 31-37-5-8.
- Supervises probationers placed in out-of-county residential, group home, or foster care placements. I.C. 11-13-1-3 & 31-37-19-1.
- Monitors Department of Corrections (DOC) commitment cases for potential reassertion of jurisdiction, when appropriate. I.C. 31-30-2-3.
- Follows up with juveniles and families to ensure understanding of court proceedings and all probation and court requirements. I.C. 11-13-1-3 & 31-37-9 et seq.
- Makes referrals to counseling or social service agencies, as applicable. I.C. 11-13-1-3 & 31-37-9 et seq.
- Cooperates with public and private agencies to support the treatment and welfare of juveniles on probation and to facilitate access to services. I.C. 11-13-1-3 & 31-37-9 et seq.
- Supervises juveniles during community service work. I.C. 11-13-1-3 & 31-37-9 et seq.
- Acts as a liaison with law enforcement and responds to phone calls and questions from parents, guardians, legal representatives, school officials, social service providers, and other relevant stakeholders, as appropriate. I.C. 11-13-1-3, 31-37-8-2 & 31-39-1-2.
- Documents and follows-up on all contacts with juveniles and families. I.C. 11-13-1-3.
- Conducts home visits with defendants and their families and maintains regular contact with them before hearings, as needed. I.C. 11-13-1-3 & 31-37-9 et seq.
- Transports juveniles to their homes, detention facilities, or shelter care facilities, as needed. I.C. 11-13-1-3 & 31-37-9 et seq.
- Collects urine samples for drug testing and performs portable breath tests to check for alcohol consumption. I.C. 11-13-1-3 & 31-37-9 et seq.
- Maintains home detention equipment and oversees cleaning and maintenance of County vehicles.
- Performs all other duties as assigned.
REQUIREMENTS:
- Bachelor’s Degree in Criminal Justice or a related field
- Must be at least 21 years of age
- Must be a U.S. citizen
- Must obtain Indiana State Certification as a Probation Officer within six months, with continued completion of all certification requirements
- Valid Driver’s License to drive to home visits and respond to probation or home detention violations
- Must obtain CPR and First Aid certification within one year
- Must complete an orientation program conducted by the Indiana Judicial Center within one year of employment
- Must obtain Certification in Chemical Agents Usage
- Ability to interview, investigate, and support clients and families
- Demonstrate knowledge of treatment programs and services available through community and government agencies
- Demonstrate a working knowledge of local, state and federal laws applicable to probation operations, with the ability to enforce regulations
- Demonstrate a working knowledge of standard policies and practices of Allen County and Probation operations
- Use various restraint techniques, including handcuffs, chemical spray, and firearms, if applicable
- Utilize Microsoft Office and related court and database systems
- Exhibit strong written and verbal communication skills
- Exhibit integrity and ethical behavior in all duties and responsibilities
PERSONAL WORK RELATIONSHIPS:
The Juvenile Probation Officer maintains frequent communication with County employees, court personnel, government and social service agencies, probationers, their families, and the general public. This role involves working collaboratively with these groups to ensure compliance with probation conditions, support rehabilitation efforts, and facilitate access to community resources.
PHYSICAL DEMANDS/WORKING CONDITIONS:
The Juvenile Probation Officer role requires physical activities such as lifting up to 50 pounds, bending, pushing, pulling, overhead reaching, and kneeling. The position may involve exposure to dangerous equipment, chemicals, and frequent interaction with hostile or aggressive youth and their families. The role demands physical endurance, the ability to respond to crises, and maintaining safety protocols in various environments, including homes, detention facilities, and courtrooms.
- Physical Agility: Lift, push, pull, and carry up to 50 pounds; bend, kneel, and reach overhead.
- Crisis Response: Respond to emergencies, manage confrontations, and ensure safety.
- Hazard Exposure: Frequent contact with aggressive youth, equipment, and chemicals.
SUPERVISION:
This position does not supervise other employees.
LICENSING:
- Obtain Indiana State Certification as a Probation Officer within six months and maintain compliance with all ongoing certification requirements.
- Valid Driver’s License to facilitate travel for home visits and respond to probation and home detention violations.
- Obtain CPR and First Aid certification within one year.
- Obtain Certification in Chemical Agents Usage as required.
