Summary Selected individual will be assigned to VA Nebraska-Western Iowa Health Care System (NWIHCS) Public Affairs Office with the primary mission of developing and carrying out of system-wide marketing strategies in support of the organization's overall Veteran Patient Growth Goals. Responsibilities Duties for this position include but are not limited to: Responsible for the planning, organizing, directing, and managing the day-to-day operations of a comprehensive public affairs program as it relates to external communications, community relations and paid/nonpaid marketing campaign efforts. Provides expert public affairs guidance and counsel to the Supervisory Public Affairs Officer, health care leadership, and employees at the VA Nebraska-Western Iowa Health Care System (NWIHCS) to meet specific objectives outlined in the organization's strategic communications plan, in particular relating to the areas of external communications, community relations and paid/non-paid marketing campaign efforts. Develops, Plan, Coordinate and Implement paid/non-paid marketing campaign efforts, external communications efforts, and community relation activities in support of the NWIHCS strategic communications plan and NWIHCS recruiting/retention goals. Actively develops, plans and implements NWIHCS Veterans Town Hall Events. Plans, develops and produces a variety of materials and publications (print, video, audio) in support of NWIHCS external communications, community relations and paid/non-paid marketing campaign efforts. Develops, authors, and publishes of NWIHCS news releases, media advisories and feature articles/video stories in support of NWIHCS strategic communications plan, community relations and recruiting/retention goals and efforts. Consistently communicates and treats customers (Veterans, their representatives, visitors, VA staff members) in a courteous, tactful and respectful manner; provides the customer with consistent information according to established policies and procedures; handles conflict and problems in dealing with the customer constructively and appropriately. Work Schedule: Monday - Friday, 8:00am to 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: coordinating organizational events for completing purpose of mission; Establishing working relationships with local media with special interest representatives concerned with local agency within the geographic area; Conduct tours and other related tasks for special visitors and dignitaries; coordination of special projects, at the direction of the Health Care System Director. Advises and makes recommendations to the Health Care System director regarding the handling of media and community issue or concerns. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree or LL.M., if related, that provided the knowledge, skills, and abilities necessary to do the work of this position. (One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education; completed graduate education and specialized experience, as described above, which meets the total qualification requirement for the GS-11 grade level. You will be rated on the following Competencies for this position: Communications Communications and Media Multimedia Technologies Writing Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
