Summary The Supervisory Public Affairs Specialist serves as manager of the Community and Public Affairs Service with supervisory responsibilities for Public Affairs, Voluntary Services, and Patient Centered Care. The incumbent develops, manages, coordinates, and maintains the public affairs programs. Responsibilities Develops and implements plans, operating procedures and policies to improve and enhance public communication efforts. Develops and disseminates management reports. Establishes and maintains contact with high level officials such as the White House, agencies of the Executive Branch, Members of Congress and their staffs, officials in State and local governments and individuals in private industry. Creates interpretive content for social media accounts, including official internal and external blogs, Twitter accounts, Facebook pages, YouTube channels, Flickr accounts, and other third-party sites to educate and inspire. Initiates and develops liaison with representatives of newspapers, magazines and other news media to assess media needs in understanding and conveying to the public the relevance and impact of agency research. Serves as a key member of a designated teams during emergencies or critical operations, managing emergency communications at both local and regional levels. Provides public relations, stakeholder, Congressional relations, and voluntary service oversight. Oversees development of various initiatives to include training and integration into applicable systems. Develops and reviews emergency operations. Writes or supervises the writing of speeches and talking points for special events hosted on and off the health care system. Develops, coordinates and provides oversight for various high level briefings. Provides briefing for all employees before each media interview and is directly responsible for managing all media representatives. Responsible for the production of the employee newsletter, patient newsletter, and annual report. Develops and maintains interactive internet and intranet website. Work Schedule: Full-Time, Monday through Friday, 8:00AM - 4:30PM. Tour of duty to be determined by supervisor, subject to change based upon facility needs. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/29/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. You must possess one year of specialized experience, equivalent to at least the GS-12 level in the federal service, that equipped me with the knowledge, skills, and abilities needed to successfully perform the duties of this position and that is typically in and/or related to the position being filled. You may qualify based on your experience as described below: Specialized Experience: Developing and providing staff direction and training involving all public information, internal and external publications, and communications, media interactions, special events and community relations activities; Developing and applying new approaches to complex public affairs and communication problems; Resolves problems, service recover, and development of recommendations to senior leaders to resolve specific issues related to public affairs office; Plan, organize, coordinate, and implement program element to align and meet organizational goals; administer, lead, and perform work involved in establishing and maintaining mutual communication between Federal agencies and the general public and various other pertinent publics including internal or external audiences; Provides written and oral communication, analysis, and interpersonal relations, as well as multi-media, web application and photography and videography. Specialized experience must be reflected in your resume. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: This position requires that the incumbent travel a moderate amount of time. Incumbent supervises subordinates across the health care system and travel to and from the outpatient clinics in Mobile, Pensacola, Eglin and Panama City is required on a regular basis.
