The primary purpose of this position is to serve as director of operations performing all development, interpreting, integrating technical training instructor classroom-related activities supporting general, advanced aircraft maintenance systems theoretical principles, techniques curriculum development, modification, revision efforts for the Maintenance Management courses Responsibilities Instructs students through assigned blocks of instruction at basic and/or advanced technical level of Aircraft Maintenance courses Researches, develops, revises and recommends updates to advanced Maintenance Management School course materials in accordance with established learning objectives. Develops and implements command aircraft and contract maintenance quality assurance evaluator formal training plans and programs. Develops and maintains professional contacts with a variety of levels and organizational elements, Major Commands, Air Staff, 19th Air Force, and other government agencies. Maintains professional and technical proficiency and accomplishes difficult, but well precedented special projects related to specialty area, to include staff surveillance visits to various training activities. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, to include the Individual Occupational Requirements (IOR) for the GS-1712, Training Instruction Series. Individual Occupational Requirements Education Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled. or Experience Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of and ability to follow foundational instructional design processes to analyze, research, design and write educationally sound instructional materials and instructor guides for use in classroom instruction and to construct and validate appropriate evaluation instruments to determine level and extent of student learning and achievement. Knowledge of qualitative and quantitative techniques to apply DoD, Air Force and AETC aircraft maintenance and quality assurance evaluator requirements to training programs, plans, requirements, concept and methodologies. Extensive aircraft maintenance knowledge/experience and aircraft maintenance tactics, techniques and procedures (TTPs) are mandatory for the incumbent to be able to define and develop aircraft maintenance and contract maintenance surveillance training programs and formal courses of instruction. OR EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree, OR 3 full years of progressively higher-level graduate education leading to such a degree, OR LL.M with a major study in education or a subject area related to the position to be filled. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
