OVERVIEW OF SYSTEM: The Squaxin Island Tribe (SIT) operates a community sewer system for about 400 residents, and various businesses, including the Little Creek Casino and Resort. In 2007, SIT expanded it utility system with a membrane bioreactor (MBR) waste water and water recovery system. The MBR processes approximately 100,000 gallons per day of effluent to produce Class A water that is delivered to a 23-million-gallon reservoir and then used for irrigation of the SIT-owned Salish Cliffs Golf Course. SIT performs all the required tests, and meets all the Federal standards for waste water disposal.

SUMMARY DESCRIPTION: Performs a variety of skilled technical duties and semi-skilled labor in the operation and maintenance of the wastewater treatment plants; performs adjustments and repairs to plant equipment; collects and documents samples for laboratory testing; performs lead supervision and training to assigned staff; and performs a variety of related duties as assigned. (Progression Plan: the incumbent shall be required to actively & aggressively obtain additional plant operator certifications, based on the “SIT Utilities Operator Progression Program”)

ESSENTIAL DUTIES AND RESPONSIBILITIES: include the following. Other duties may be assigned.

Provide lead supervision and training to assigned personnel; assign tasks and projects to plant operations staff; train staff in appropriate treatment methods and techniques; schedule staff to ensure proper plant coverage; audit and/or enter timesheet information into the computer system for assigned employees.

  • Establish schedules and methods for providing maintenance and repair services; identify resource needs; review needs with appropriate supervisory and/or management staff; allocate resources accordingly.
  • Purchase necessary equipment and supplies for the assigned work area utilizing the automated purchasing program.
  • Perform assigned treatment plant rounds; inspect, monitor, troubleshoot, performance test and document plant processes by reading plant equipment gauges, dials, graphs, online analyzers, computer screens, meters, SCADA systems and other instrumentation.
  • Operate and adjust treatments plant pumps, motors, feeders and other equipment to maintain appropriate plant operations.
  • Maintain, compile and update plant operations logs and reports; perform and record mathematical calculations related to plant operational activities.
  • Mix and add treatment chemicals; install and replace chlorine cylinder tanks; ensure adequate chemical application according to regulations and guidelines.
  • Install, maintain, repair, modify, troubleshoot and service plant operations machinery and equipment including pumps, valves, motors, meters, tanks, reservoirs, feeders, and online analyzers; change lubrications.
  • Washes and cleans bar screens, clarifiers, and tanks.
  • Collect and document liquid and solid samples and perform a variety of routine water quality laboratory tests; work closely with the laboratory on testing processes; monitor laboratory results; collect water samples as required.
  • Perform general plant facility maintenance such as cleaning, painting and repairing plant facilities; perform various grounds maintenance duties as required.
  • Operate a variety of heavy equipment including backhoes, loaders, scrapers, forklifts, and dump trucks. Assist in unloading chemicals as necessary
  • Coordinate construction, maintenance, material selection and repair activities with maintenance, laboratory, contractors, vendors and other staff.
  • As assigned, participate in a variety of special projects such as construction of piping, electrical, and structural systems related to assigned work area.
  • Conduct tours of outside agencies and staff, as necessary.
  • Participate in the development of goals and procedures for water or wastewater treatment activities; gather and analyze data; develop a variety of reports.
  • Work with a variety of vendors, outside contractors on water or wastewater activities; answer questions and resolve conflicts.
  • Perform related duties as required.

Ability to:

  • Operate and monitor wastewater treatment plant equipment.
  • Read, interpret and calibrate gauges and other recording devices related to wastewater treatment plant operations.
  • Take liquid and solid samples and perform routine laboratory tests.
  • Diagnose operating problems and take effective course of actions.
  • Make independent technical decisions to maintain proper treatment process.
  • Maintain pertinent records and compile data into written reports.
  • Perform routine to difficult maintenance, repairs and installations to plant equipment such as pumps, valves, and electronic monitoring devices.
  • Read, interpret and understand technical manuals, drawings, blueprints, schematics, and diagrams.
  • Perform heavy manual labor.
  • Schedule maintenance and repair of wastewater treatment plants.
  • Use and operate self-contained breathing apparatus equipment.
  • Logically solve problems.
  • Participate in and complete safety training courses including CPR and Self-Contained Breathing Apparatus (SCBA) training.
  • Operate office equipment including computers and supporting software applications.
  • Adapt to changing technologies and learn functionality of new equipment and systems.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Assign tasks and special projects to plant operations staff.
  • Lead and train plant operations staff.

License and Certificate:

  • Obtain a Group I Wastewater Treatment Plant Operator certificate, within six (6) months.
  • Obtain a Group II Wastewater Treatment Plant Operator certificate within three (3) years.
  • Obtain a Group III Wastewater Treatment Plant Operator certificate, within five (5) years.
  • Possession of a valid Washington driver’s license. Possession of, or ability to obtain, an appropriate, valid CPR Certificate.
  • A Class 2 Water Plant Operator certificate, is desirable.

LANGUAGE SKILLS: Ability to read, analyze, and interpret: general business periodicals, professional journals, technical procedures, lad surveys, building drawings, and flow diagrams, and governmental regulations. Must have the ability to write reports, write business correspondence, and procedure manuals. Able to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

MATHEMATICAL SKILLS: Ability to manipulate common unit conversions, fractions, decimals, percentages and averages. Knowledge of linear, area and volumetric measurement especially as it pertains to fluid handling. Must be comfortable reading, creating and extracting data from all forms of graphs.

REASONING ABILITY: ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems. Ability to deal with nonverbal symbolism (formulas, scientific equations, graphs, musical notes, etc..) in most difficult phases. Ability to deal with a variety of abstract and concrete variables.

CERTIFICATES, LICENSES, REGISTRATIONS: Must have a current Washington State Driver’s License.

Education/Training:

Equivalent to the completion of the twelfth grade supplemented by specialized training in water or wastewater treatment plant operations.

Experience:

At least two (2) years of experience with direct operation and maintenance of a membrane bioreactor wastewater (MBR) plant, and at least one (1) year of supervisory experience.
